I don't believe that minors can. I first flew overseas when I was 3 years old and I had a passport. Now I don't know what you define a minor as, but minors are generally either people under 18 or under 13. I also had a passport when I flew when I was 4, 6, 7, 9, 12 and also since then as well. So my guess is that your definition of minor may be different. Maybe you mean a minor is a baby or something. You may not need a passport in that case, but I wouldn't remember from then. But for me anyway, I needed a passport from age 3, and well someone under 3 isn't going to be skiing. |
